To build parks in Cities: Skylines 2, follow these simple steps:

Clear Some Land

Clear some flat terrain and then visualize what the park will look like. Do not remove all vegetation; instead, keep some rather than pay for it later. For best results, build the park in the heart of the city to make it more accessible to the local populace.

Outline the Park

After clearing up some land to build the park, outline the park. Pay close attention to the outline of the park because it affects its shape and orientation. While there are no restrictions on the size and shape of the park, an irregularly shaped park will cause problems when walking/jogging tracks are placed, so make sure to keep this in mind when you are outlining.

Build the Park
